PELAKSANAAN PENGAWASAN BADAN PENGAWAS OBAT DAN MAKANAN (BPOM) TERHADAP PEREDARAN OBAT TANPA IZIN DI KOTA PADANG

Abstract

ABSTRAK The The purpose of BPOM's supervision is for consumer protection to ensure that drugs and food in circulation meet standards, and product distribution permits as well as law enforcement measures. The formulation of the problems in this study are: (1) How is BPOM's supervision of drug distribution without a permit in the city of Padang? (2) What are BPOM's obstacles in controlling the circulation of drugs without a permit in Padang City? (3) What are BPOM's efforts to prevent drug distribution without a permit in Padang City? This research uses the type of sociological juridical research. Data sources include primary and secondary data. Data collection techniques in the form of interviews and document studies. Data were analyzed qualitatively. The results of the study show that, (1) BPOM's supervision of the circulation of drugs without a permit has three stages, namely premarket, post-market, follow-up of test results, (2) BPOM's constraints in supervising the distribution of drugs without a permit there are five, namely community factors, economic factors, internal factors BPOM, business actor factors, and the lack of knowledge of the public and business actors, as well as other factors such as uncontrolled entry routes due to the ASEAN free market and global competition, the presence of unofficial ports, lack of human resources in carrying out supervision, lack of outreach related to reporting without a distribution permit, and the rampant sale of products online, (3) BPOM's efforts to prevent drug circulation without a permit are issuing public warnings about violations of drug distribution without a permit, providing a means for consumer complaints, monitoring the activities of business actors, conducting coaching drug protection.
