PERANAN UNIT PUSAT PELAYANAN TERPADU PEMBERDAYAAN PEREMPUAN DAN ANAK (P2TP2A) KOTA PADANG DALAM PENANGANAN KEKERASAN TERHADAP ANAK DI LINGKUNGAN KELUARGA

Abstract

The Integrated Service Center for the Empowerment of Women and Children (P2TP2A) is a service unit that provides protection for women and children as stipulated in Article 1 Point 10 of the Regulation of the Minister of Women's Empowerment of the Republic of Indonesia Number 3 of 2008 concerning Guidelines for Implementation of Child Protection. Cases handled by P2TP2A Padang City are like the case of two girls in South Padang who were victims of sexual violence in the family environment. Formulation of the problem: 1) What is the role of the Padang City P2TP2A Unit in handling violence against children in the family environment?; 2) What are the obstacles faced by the Padang City P2TP2A Unit in handling violence against children in the family environment? Types of empirical juridical research; the data source used is primary data in the form of interviews and secondary data in the form of case data handled by the Padang City P2TP2A Unit; data collection techniques using interviews and document studies; The collected data were analyzed qualitatively. Conclusion: 1) The role of the Padang City P2TP2A Unit in dealing with violence against children has been running optimally by receiving complaints, identifying cases, legal assistance, counseling and rehabilitation; 2) Internal obstacles encountered in the handling process were the unavailability of safe houses and external constraints, namely the victim did not report because the perpetrator was still part of the family, considered it a disgrace, parents did not trust their children and were afraid of being charged a fee.
