PERANAN TENAGA KESEHATAN DAN TENAGA MEDIS DALAM MEMBERIKAN PELAYANAN KEDOKTERAN FORENSIK KLINIK TERHADAP KORBAN TINDAK PIDANA DI RUMAH SAKIT BHAYANGKARA PEKANBARU

Abstract

Clinical forensic medicine services are medical examinations given to victims to assist in the law enforcement process where the results are stated in a written statement in the form of a visum et repertum (VeR). Clinical forensic medicine services only assess and interpret the victims' injuries that come as a result of a crime. In providing clinical forensic medical services, in fact (das sein) there are still frequent refusals to examine victims who come if they do not bring a letter requesting a visum et repertum (SPV) so that this is not in accordance with the proper application of the law (das sollen). For this reason, what are the roles, constraints and efforts of health workers and medical staff in providing clinical forensic medical services to victims of criminal acts at the Bhayangkara Hospital Pekanbaru in order to clarify a criminal case. This research is an empirical legal research (socio legal research) with data collection techniques carried out by interviews and filling out questionnaires through Google forms for each respondent as well as the status of medical records and other documents which are then analyzed descriptively qualitatively. The results of research on respondents at Bhayangkara Hospital Pekanbaru showed that 48.1% did not understand the VeR standard operating procedure (SOP), 76.6% refused patients (victims) who came without SPV and 70.1% did not know the issuance mechanism. VeR with SPV will follow.
