Abstract

ABSTRACK The granting of Mortgage Rights will only occur if previously a principal agreement was held in the form of an agreement which gave rise to a legal relationship of debts and receivables whose repayment is guaranteed with the Mortgage right, in accordance with the accesoir of the Mortgage agreement. The BPN office has blocked the certificate on the grounds that it is in a period of cooperation so that other people are interested persons, so the BPN has blocked the certificate that is being installed with mortgage rights. The problems are: (1) What is the reason for blocking ownership rights to land burdened with mortgage rights at the Padang City Land Office? (2) What are the legal consequences of ownership rights certificates over land that are burdened with mortgage rights due to the blocking? (3) How is the blockade cleared or crossed out at the Padang City Land Office?
