IMPLEMENTASI PERATURAN WALIKOTA PADANG PANJANG NOMOR 37 TAHUN 2019 TENTANG MASTERPLAN SMART CITY KOTA PADANG PANJANG DALAM PERWUJUDAN SMART GOVERNANCE

Abstract

The advancement of information technology is the main program for creating the Smart City Masterplan in the City of Padang Panjang. The implementation of the Padang Panjang Mayoral Office Number 37 of 2019 concerning the Padang Panjang City Smart City Masterplan in the embodiment of Smart Governance can be seen in the formation and implementation of PADUKO at the Padang Panjang City Disdukcapil. Formulation of the problem: 1) How is the implementation of Smart City in the realization of Smart Governance based on Perwako Padang Panjang Number 37 of 2019, 2) What are the obstacles faced by Pemko Padang Panjang regarding the implementation of Smart City in the realization of Smart Governance based on Perwako Padang Panjang Number 37 Year 2019, 3) What are the efforts made by the Pemko Padang Panjang in realizing Smart Governance to overcome obstacles in administrative services. This type of research is sociological law. The data sources used are primary data sources and secondary data sources obtained through document studies and interviews. Data collection techniques were obtained by means of document studies and interviews and then analyzed using qualitative analysis. The results of the study: 1) Implementation of Perwako Padang Panjang Number 37 of 2019 concerning the Padang Panjang City Smart City Masterplan in the form of Smart Governance can be implemented into three elements, namely service, bureaucracy, and policy, 2) Obstacles carried out by Pemko Padang Panjang namely the lack of apparatus resources, lack of outreach, network problems, 3) The efforts made by Pemko Padang Panjang, namely increasing apparatus resources, increasing socialization, and improving network facilities by making improvements so that PADUKO can be carried out properly, effectively, and efficient.
