ANALISIS KRIMINOLOGI TERHADAP PELAKU AKSI BALAP LIAR DI WILAYAH HUKUM KOTA PADANG (STUDI KASUS DI KEPOLISIAN RESOR KOTA PADANG)

Abstract

Illegal racing is a speed race with motorbikes that is carried out in public places. Violations regarding illegal racing are regulated in Article 115 Leter b jo Article 297 Law Number 22 of 2009 concerning Road Traffic and Transportation. The role of the police is urgently needed in dealing with cases of illegal racing in the city of Padang, in the Padang City Resor Police area, illegal racing activities or actions often occur in several areas including on the Bypass and Khatib Sulaiman roads. Formulation of the problem: 1) What are the factors that cause illegal racing in the jurisdiction of the Padang City Resor Police?, 2) What are the efforts of the Padang City Resor Police in overcoming illegal racing in the City of Padang? This type of empirical juridical research. Data sources in this study were primary data sources and secondary data sources. Data collections techniques were through interviews, observation, and document studies. The data were analyzed qualitatively. Conclusion: 1) the factors that cause illegal racing in the jurisdiction of the Padang City Resor Police are environmental factors, technology, family, betting/gambling/facilities, economy, individuals, disobedience to traffic and powerlessness of the security forces in dealing with illegal racing , 2) While the effort of the Padang City Resor Police in dealing with illegal racing in the city of Padang are pre-emptive, preventive and repressive efforts.
