The 2021 period is the year when the Covid 19 pandemic occurred, supervision of the APBD is crucial in efforts to ensure transparent, accountable and efficient use of the budget to improve the welfare of the people of the Solok City area, the DPRD plays an important role in carrying out this supervision. The problems that will be discussed in this research are: 1) Is the supervision carried out on the APBD of Solok City for the 2021 period in accordance with the functions of the Solok City DPRD? 2) What obstacles are faced by the Solok City DPRD in carrying out supervision of the Solok City APBD for the 2021 period? 3) What are the efforts made by the Solok City DPRD in overcoming the obstacles it faces? The research used is sociological juridical research, the source of data from primary data and secondary data. Data collection techniques through interviews and document studies. Data were analyzed qualitatively. The results of the study: 1) The Solok City DPRD in carrying out supervision of the regional expenditure budget (APBD) Changes to the City of Solok for the 2021 period are known to have 13 supervisory duties in accordance with Perwako Number 2 of 2020 City of Solok. 2) The obstacles encountered by the DPRD in carrying out supervision of the APBD are difficulties in collecting data and information, limited access and activities, and budget shifts/budget refocusing. 3) The efforts made by the DPRD in overcoming the obstacles encountered such as building better cooperation and communication between the legislature and the executive in the regions so as to create transparency and efficiency in supervising the APBD in the 2021 period, optimizing technology in meetings and field supervision to reduce the impact of Covid 19, conduct field visits or community visits with applicable health protocol procedures.References
