FUNGSI WALI NAGARI DAN BADAN PERMUSYAWARATAN RAKYAT NAGARI DALAM MENETAPKAN PERATURAN NAGARI LUBUAK JANTAN PERIODE 2019-2023 DI KECAMATAN LINTAU BUO UTARA KABUPATEN TANAH DATAR PROVINSI SUMATERA BARAT

Abstract

To organize and take care of the interests of the Nagari community, the Nagari Government was formed. According to Article 1 Point 6 of the Regional Regulation of Tanah Datar Regency Number 4 of 2008. Nagari Regulations are made based on the circumstances and development of the Nagari community. Nagari regulations made cover all aspects of community life, including people who throw garbage into the river while the river has become a prohibited hole which is certainly very well guarded, besides that there are community diseases such as fights between students, online gambling, drug use. The formulation of the problem of this research: 1) The Function of the Nagari Wali and BPRN in Establishing Nagari Regulations? 2) What are the obstacles faced in establishing nagari regulations? 3) What efforts are made in establishing nagari regulations? This research is a sociological juridical research. The data collected are primary and secondary data, data collection techniques with document studies and interviews. Then analyzed with qualitative analysis. The results of the study: 1) The function of the Nagari Wali and BPRN is fully functional in establishing village regulations and has not been implemented properly and optimally. 2) The obstacles faced in carrying out the function of establishing regulations are the lack of coordination between the parties involved, the differences in views and culture of the community, and the lack of participation of the Nagari Apparatus.3)Efforts made to improve coordination between related parties, conduct socialization to village officials, increase participation in drafting regulations, provide guidance to village officials.
