Abstract

The Manpower Service (Disnaker) is responsible for developing, controlling and supervising the field of employment. Based on Article 5 of Law Number 13 of 2003, it is explained that the Manpower Office is also responsible for providing broad employment opportunities and providing training to prospective workers without discrimination. The problem formulation is as follows: 1) What are the Duties and Authorities of the Manpower Service in West Pasaman Regency? 2) What are the obstacles that hinder the Manpower Department in dealing with employment problems in West Pasaman Regency? 3) What are the efforts made by the Manpower Department to deal with employment problems in West Pasaman Regency? The type of research used is sociological law, namely this method relates law to efforts to achieve goals and meet concrete needs in society. Research results: 1) In the Placement Sector, especially in Job Expansion and Opportunities, there are duties and authorities including planning, implementing, coordinating, controlling and reporting activities. 2) obstacles that arise: a. Limited Skills or Abilities in the Field of Work, b. Limited budget, c. Limited Facilities and Infrastructure. 3) Efforts made by the Manpower Department to deal with employment problems in West Pasaman Regency: a. Provide job training. b. Propose additional budget to the DPRD. c. Maximize existing facilities.
