The Pariaman City People's Market is managed based on Pariaman Mayor Regulation Number 13 of 2021 concerning Guidelines and Empowerment of the Pariaman Market. In managing the market, the Pariaman City Government delegates the implementation of market management to the Pariaman City Department of Industry, Trade, Cooperatives and SMEs and the Pariaman Market Management UPTD. The formulation of the problem in this research is 1) What is the form of public market management by the Pariaman City Government according to Pariaman City Mayor Regulation Number 13 of 2021. 2) What are the obstacles faced by the Pariaman City Government in implementing market management according to Pariaman City Mayor Regulation Number 13 of 2021. 3) What efforts have been made by the Pariaman City Regional Government to overcome the obstacles faced in market management based on Pariaman City Mayor Regulation Number 13 of 2021. This legal research uses sociological legal research methods with primary and secondary data sources. Data was obtained by interviews and document study, then processed qualitatively. Based on the research results, it is known that 1) The form of market management by the Pariaman City Government is in the form of market operational management activities, renting stalls or kiosks, monitoring and controlling the market, maintaining and improving market facilities, collecting fees and providing counseling and education to traders regarding the regulations that apply. related to the market. 2) The obstacles faced by the Pariaman City Government in managing the market are disputes between traders, the practice of extortion in the market, and traders' noncompliance with kiosk rentals. 3) Efforts made to overcome these obstacles are routine counseling to traders regarding market rules and their consequences, holding dialogue and consultations with traders, providing opportunities for traders to submit input, complaints or suggestions, providing guidance and coaching to traders who experience difficulty.References
