IMPLEMENTASI PEMBERIAN INSENTIF DAN DISINSENTIF PENGELOLAAN SAMPAH BERDASARKAN PERATURAN WALI KOTA PADANG NOMOR 109 TAHUN 2019

Abstract

The provision of incentives and disincentives for waste management based on Mayor Regulation Number 109 of 2019 is one of the efforts undertaken by the Local Government of Padang City to enhance the awareness and participation of the community in waste management. The insufficient concern of the community towards waste management prompted the government to enact this regulation. The research questions are: 1) How is the implementation of incentives and disincentives for waste management based on Mayor Regulation Number 109 of 2019 in Padang City? 2) What are the challenges faced by the Local Government of Padang City in implementing incentives and disincentives for waste management based on Mayor Regulation Number 109 of 2019? 3) What efforts are made to overcome the challenges in the implementation of incentives and disincentives for waste management based on Mayor Regulation Number 109 of 2019? This research is a legal study using a socio-legal approach. The data sources include primary and secondary data obtained through interviews and literature reviews. The results of the research and discussions include: 1) The implementation of incentives and disincentives for waste management based on Mayor Regulation Number 109 of 2019 has not been effectively executed. 2) The challenges faced include: lack of community awareness, insufficient human resources, and so on. 3) Efforts made to overcome the challenges include conducting socialization and education, and increasing law enforcement personnel.
