Abstract

ABSTRACT Outsourcing policy in Indonesia is based on Article 64 of Law no. 13 of 2003 concerning employment, states that "outsourcing is a work agreement made between employers and workers, where the company can hand over part of the work implementation to another company through a work contracting agreement made in writing". Formulation of the problem 1) How is the work agreement implemented for outsourced workers, 2) What obstacles occur in implementing the work agreement, and 3) What are the efforts to resolve the obstacles made by PT PLN UID West Sumatra. This research uses sociological juridical legal studies, using primary data (interviews) and secondary data with qualitative analysis techniques. The research results show that 1) The implementation of certain time work agreements for outsourced workers at PT PLN UID West Sumatra is in accordance with Law No. 13 of 2003 concerning employment. The problem that occurs in the work agreement between outsourced workers and PT. PLN (Persero) UID West Sumatra is the problem of paying wages or salaries that are not in accordance with the contract written in the work agreement that has been agreed upon by both parties..
