Abstract

Article 2 Paragraph (1) of the Padang Pariaman Regent's Regulation Number 61 of 2021 states that the Public Works and Spatial Planning Service (PUPR Service) is the implementing element for government affairs in the field of public works and spatial planning which is the authority of the region. The function of the PUPR Service is to carry out supervision over the construction and rehabilitation of bridges in Padang Pariaman Regency. Problem formulation 1). What is the role of the PUPR Service in supervising the construction and rehabilitation of bridges in Padang Pariaman Regency? 2). What are the obstacles faced by the PUPR Service in carrying out supervision of bridge construction and rehabilitation in Padang Pariaman Regency? 3). What are the efforts made by the PUPR Service to overcome obstacles in implementing supervision of bridge construction and rehabilitation in Padang Pariaman Regency? The type of research is sociological juridical. Data sources include primary data and secondary data, data analyzed qualitatively. Conclusions 1) The PUPR Service supervises the planning, implementation and maintenance stages of bridge construction and rehabilitation. 2) The obstacles faced by the PUPR Service in supervising bridge construction and rehabilitation are lack of budget and strong river flows which result in disruption to bridge construction. 3) Efforts made by the PUPR Service to overcome obstacles in monitoring bridge construction and rehabilitation, namely carrying out re-budgeting and coordinating with the River Basin Center (BWS).
