Abstract

ABSTRACT Basically, getting quality and safe health services is a human right (HAM) for every individual. The services in question are health workers in accordance with their competence and expertise, which has been regulated in Article 23 Paragraph (2) and Article 24 of Law Number 17 of 2023 concerning Health Problem Formulation (1) How is the implementation of Health services for patients who cannot afford at the Lubuk Buaya Community Health Center, Padang City? (2) What are the obstacles to the Lubuk Buaya Community Health Center in Padang City in providing services to patients who cannot afford it if they do not receive health services? (3) What are the forms of legal protection and efforts for indigent patients regarding the right to health services at the Lubuk Buaya Community Health Center, Padang City? The type of research used is a sociological juridical research method. Data sources are primary data and secondary data, data collection techniques using interviews and observation. The data was analyzed qualitatively: Research result (1) the implementation of Health services runs in accordance with SOP (Standard Operational Procedures), health services are divided into two, namely BPJS PBI and BPJS Non PBI (2 ) problems that occur when health centers experience difficulties when the network signal is bad which slows down the data collection of patients who register online (3) forms of legal protection and efforts towards indigent patients in the form of receiving complaints through the suggestion box and through the health center's social media and providing efforts to indigent patients with free medical services
