Abstract

Article 106 Paragraph (1) of Law Number 22 of 2009 concerning Road Traffic and Transportation has become the legal basis. The method used is sociological juridical. The data sources used are primary and secondary data. Data collection techniques were interviews and document studies. Data was analyzed qualitatively. The research results show that there has been law enforcement carried out by the authorities for online motorcycle taxi drivers who use cellphones while driving in Payakumbuh City, namely providing sanctions in the form of fines for online motorcycle taxi drivers who violate the regulations. The inhibiting factor in enforcing the law against online motorcycle taxi drivers who use cellphones while driving is that they still use their conscience or compassion to take action against violators because they do not accept being ticketed by the police for the reason of earning a living
