Abstract

In implementing development for the public interest, the most important stage is the compensation mechanism. In this mechanism, there is a stage called deliberation to determine compensation. In many cases regarding development in the public interest, the problem resolution process often does not reach an agreement. This is due to objections from land rights holders regarding the value or amount of compensation determined by the Government. Problem formulation: (1) How is the dispute resolved between the Government and land rights holders regarding objections to the compensation value for the construction of the Padang-Pekanbaru toll road on the Padang-Sicincin section? (2) What is the mechanism for determining compensation by the Government for land rights holders for the construction of the Padang-Pekanbaru toll road on the Padang-Sicincin section? This type of research uses a Juridical-Sociological approach. The data used are primary and secondary data. Primary data was collected by document study, field study, observation and interviews, the data collected was analyzed qualitatively. Research results: (1) Dispute resolution is carried out using deliberation stages through socialization and negotiation. If you still have objections, you can submit an objection to the Pariaman District Court. (2) The mechanism for determining compensation by the Government to holders of land rights for the construction of the Padang-Pekanbaru toll road on the Padang-Sicincin section is carried out in four stages of planning, preparation, implementation and delivery of results
