Establishment of UUPK no. 8 of 1999 realizes that the economic principle of business actors, namely making large profits with small capital, has the potential to harm the rights, security and comfort of consumers. Forms of implementation, obstacles to business actors, and efforts by business actors to ensure the safety and comfort of consumers in consuming food and drinks at Show Koffie, Padang City. The method used in this research is sociological legal research by obtaining data through semi-formal interviews with Show Koffie managers and consumers who shop. Show Koffie carries out the production process starting from 04.00 PM to 11.00 PM. The drinks and food provided have several choices that consumers can choose from. Some of the obstacles to Show Koffie as a business actor are negligence by business actors as suppliers of goods, employees who do not comply with Production Operational Requirements (SOP), service that is not friendly to consumers. Show Koffie's efforts as a business actor whose rights are demanded by consumers are refunds, exchange of goods, health care, providing compensation. Show Koffie must tighten Production Operational Standards for employees. Providing employees who are humanly competent in controlling stock of goods. Providing services that are responsive and in an appropriate manner and in accordance with UUPK No.8 of 1999References
