Abstract

The Regional Disaster Management Agency (BPBD) based on the provisions of Article 2 of the Padang Mayor Regulation Number 71 of 2022 states that BPBD has a strategic position in assisting the Mayor in implementing government in the field of security and carrying out general governance, as well as protecting the community related to disasters. The formulation of the problem in this study is 1) How is the Implementation of the Padang City Mayor Regulation Number 71 of 2022 concerning the Position, Organizational Structure, Duties, Functions, and Work Procedures of the Regional Disaster Management Agency in Flood Disaster Management in Padang City. 2) What are the obstacles facing BPBD in implementing the Mayor Regulation Number 71 of 2022 concerning the Position, Organizational Structure, \ Duties, Functions, and Work Procedures of the Regional Disaster Management Agency 3) What efforts have been made by BPBD in overcoming flood obstacles in Padang City. The legal research method used in this study is sociological juridical. Using primary data and secondary data. Data collection techniques by means of document studies and interviews. Qualitative data analysis. Research results 1) Implementation of planned policies must be carried out effectively to achieve the desired goals. 2) Communication problems in the field and data differences. 3) Implementing appropriate solutions in communication in the field and data differences.
