OPTIMALISASI PERANAN KEPALA DESA DALAM MEMBUAT PERATURAN DESA DI KOTA PARIAMAN ( STUDI KECAMATAN PARIAMAN UTARA)

Abstract

Village as a small administrative unit of government that plays an important role, the village head is responsible for leading and providing guidance and supervision and controlling all village apparatus tasks. Village deliberations are not in accordance with what the community wants so that village regulations are only a government agenda. This study uses Juridical-Sociological which is called research that starts from primary data. This study is descriptive and uses qualitative research analysis where the data that appears is in the form of words and not a series of numbers. Based on the research that has been done, it is known: 1. that the village head has not optimally carried out his role in making village regulations. 2. The obstacles faced by the village head in making regulations, Manggung village, insight or knowledge about the drafting technique is still minimal among village officials, Lack of time owned by village officials in preparing village regulations, Naras Village 1, differences of opinion in preparing regulations. Balai Naras Village has no obstacles, Padang Birik-Birik Village has no obstacles. 3. Efforts to overcome the obstacles found in making regulations, using time effectively and efficiently, discussing and deliberating in uniting opinions
