EFEKTIVITAS PERATURAN WALIKOTA SUNGAI PENUH NOMOR 12 TAHUN 2023 TENTANG TATA KELOLA SISTEM ABSENSI ONLINE DI LINGKUNGAN PEMERINTAH KOTA SUNGAI PENUH (STUDI SEKRETARIAT DAERAH SUNGAI PENUH)

Abstract

Utilization of Information Communication Technology in the Regional Government environment, carried out through online attendance by ensuring the obedience of ASN Employees to enter work and comply with the provisions of working hours and to ensure the enforcement of work discipline. Problem formulation: 1) How is the effectiveness of the Full River Mayor Regulation Number 12 of 2023 concerning Online Attendance System Governance? 2) What are the obstacles for the Regional Secretariat in implementing Mayor Regulation Number 12 of 2023 concerning Online Attendance System Governance? 3) What are the efforts of the Regional Secretariat in overcoming the obstacles to the implementation of Mayor Regulation Number 12 of 2023 concerning the Governance of the Online Attendance System? The research method uses sociological juridical. Data sources use primary data and secondary data. Data collection techniques are document studies and interviews. Data analysis technique is descriptive qualitative. Research results and discussion: 1) The existence of Mayor Regulation Number 12 of 2023 concerning Online Attendance System Governance, has not been fully effective because there are still obstacles that occur when employees perform online attendance. 2) The obstacles faced are still employees of the Regional Secretariat of Sungai Penuh City, Jambi Province who have not fully obeyed the rules and responsibilities, there is a disruption in the server so that it cannot be accessed by employees. 3) Efforts to overcome obstacles are late employees with a warning. Obstacles regarding technical problems with internet connection with the option of using a GPS MAP Camera if Siabon has problems.
