ANALISIS TINGKAT KEPATUHAN HUKUM PENGEMUDI TRUK ANGKUTAN BARANG DALAM PEMBATASAN JAM OPERASIONAL DI KOTA PADANG

Abstract

This research aims to analyze the level of legal compliance of goods transport truck drivers in limiting operational hours in the City of Padang, especially in the Simpang Lubuk Begalung ByPass area, based on Perwako Number 30 of 2014 concerning Postponement of Operations of Goods Transport Vehicles Passing ByPass Roads and Law of the Republic of Indonesia Number 22 of 2009 concerning Road Traffic and Transportation, in the example of routine joint raids carried out by the Padang Police Traffic Unit and the City Transportation Service Padang. This research aims to analyze: 1) What is the level of legal compliance of goods transport truck drivers during operational hours in Padang City? 2) What are the factors that influence the level of legal compliance of goods transport truck drivers during operational hours in Padang City? Sociological research method, data collection through interviews, observation and document study with qualitative data analysis. The research results show that the level of legal compliance is categorized as compliance, where drivers comply because there is a clear threat of law enforcement, and is still relatively low, influenced by internal factors such as legal awareness, economic pressure, and driving culture. As well as external factors including suboptimal supervision and law enforcement as well as inadequate road infrastructure conditions.
