PERANAN LEMBAGA PEMASYARAKATAN PEREMPUAN KELAS IIB PADANG DALAM MENYELENGGARAKAN PENDIDIKAN NON FORMAL BAGI NARAPIDANA UNTUK MENCEGAH TERJADINYA RESIDI

Abstract

Based on Article 9 of Law of the Republic of Indonesia Number 22 of 2022 concerning Corrections, prisoners while serving their sentences have the right to receive non-formal education, which is further regulated in Article 10 of Government Regulation of the Republic of Indonesia Number 32 of 1999 concerning Conditions and Procedures for Implementing the Rights of Prisoners. At the Class IIB Padang Women's Penitentiary, prisoners or inmates receive non-formal education. Problem formulation: 1) What is the role of the Padang Class IIB Women's Penitentiary in providing non-formal education for prisoners to prevent recidivism? 2) What are the obstacles at the Padang Class IIB Women's Penitentiary in providing non-formal education for prisoners to prevent recidivism? This research used socio-legal approach. The data sources used were primary data and secondary data. The data collection techniques used were interviews and document studies. The data collected was analyzed qualitatively. Conclusions from the research results: 1) The role of the Padang Class IIB Women's Correctional Institution in providing non-formal education for prisoners to prevent recidivism is to involve prisoners in various positive activities that can build their skills and knowledge. 2) The obstacles faced by the Padang Class IIB Women's Correctional Institution in providing non-formal education are funding, human resources, facilities, infrastructure and negative public perceptions of former prisoners.
