IMPLEMENTASI WEWENANG WALI NAGARI DALAM MENETAPKAN PERATURAN NAGARI DI NAGARI MANGGOPOH PALAK GADANG ULAKAN KECAMATAN ULAKAN TAPAKIH KABUPATEN PADANG PARIAMAN

Abstract

To regulate and manage the interests of the Nagari community, a Nagari Government was formed. According to Article 1 Number 6 of Padang Pariaman Regency Regional Regulation Number 5 of 2009. Nagari Regulations are made based on the conditions and developments of the nagari community. The formulation of the research problem: 1) How is the Implementation of the Authority of the Village Head in Establishing Nagari Regulations in Nagari Manggopoh Palak Gadang Ulakan, Ulakan Tapakih District, Padang Pariaman Regency? 2) What are the obstacles faced by the Village Head in Establishing Nagari Regulations in Nagari Manggopoh Palak Gadang Ulakan, Ulakan Tapakih District, Padang Pariaman Regency? 3) What are the efforts made by the Village Head in Establishing Nagari Regulations in Nagari Manggopoh Palak Gadang Ulakan, Ulakan Tapakih District, Padang Pariaman Regency? This research is a sociological juridical research. The data collected are in the form of primary and secondary data, data collection techniques with document studies and interviews. Then analyzed with qualitative analysis. Research results: 1) Implementation of the Village Head's Authority in Establishing Village Regulations in Manggopoh Palak Gadang Ulakan Village, Ulakan Tapakih District, Padang Pariaman Regency has not been fully implemented properly and optimally. 2) The obstacles faced by the Village Head are a) lack of coordination between related parties, b) differences in views and community culture, and c) lack of participation of Village Apparatus. 3) Efforts made by the Village Head in Establishing Village Regulations are a) improving coordination between related parties, b) conducting socialization to village apparatus, c) increasing participation of village apparatus in drafting regulations
