Abstract

Padang City Regional Regulation Number 1 of 2012 Concerning Street Children, Vagrants, Beggars, Buskers and Street Vendors. Street Children Who Are Fostered by the Padang City Social Service. A service agency specifically tasked with providing guidance to street children. The formulation of the problem is: (1) How is the Implementation of Regional Government Policy on Street Children by the Social Service in Padang City? (2) What are the obstacles faced in the Implementation of Regional Government Policy on Street Children by the Social Service in Padang City? (3) What efforts are made to overcome obstacles in the Implementation of Regional Government Policy on Street Children by the Social Service in Padang City? The research method used is Sociological. Then the data collected is primary data and secondary data. Data collection techniques through interviews, document studies, and qualitative data analysis. The results of the study are as follows: (1) Implementation of Regional Government Policy on Street Children by the Social Service in Padang City includes: a. Preventive efforts, b. Repressive efforts, c. Rehabilitation efforts (2). Obstacles in the Implementation of Regional Government Policy by the Social Service in Padang City in fostering street children. namely: a. Internal Factors (Internal Communication, Large Area, Lack of human resources with law degrees) b. External Factors (Lack of Cooperation, Lack of awareness of the law by the community, Poverty, Low levels of education and skills, Return of the same perpetrators) (3). Efforts by the Regional Government for Street Children by the Social Service in Padang City, namely: a. Internal Factors (Improving Internal Communication, Conducting Regional Reviews, Maximizing Socialization) b. External Factors (Increasing Cooperation with External Institutions, Conducting Legal Socialization Back to the Community, Providing Assistance to the Poor, Providing Education and Skills, Re-educating Them) Kata Kunci : Dinas Sosial, Padang City
