PROSEDUR PENSERTIFIKATAN TANAH PUSAKO TINGGI DI BADAN PERTANAHAN NASIONAL PARIAMAN

Abstract

The National Land Agency is a government agency tasked with managing land affairs. BPN Pariaman plays an important role in completing the certification process of high heritage land, a valuable asset for the local community. However, BPN Pariaman often faces complex challenges related to the certification process. The formulation of the research problem is 1). What is the Procedure for Certification of High Heritage Land at the National Land Agency Pariaman? 2). What are the Obstacles Faced by the Community in Certifying High Heritage Land? 3). What are the Community's Efforts to Overcome Obstacles in Certifying High Heritage Land? The type of research is sociological juridical. Data sources include primary data and secondary data. Data are analyzed qualitatively. The conclusions of this study are 1). The procedure for certification of high heritage land at BPN Pariaman follows the Regulation of the Head of BPN Number 1 of 2010, including document preparation, registration, measurement, 60-day announcement, to issuance of certificates. 2). Obstacles faced by the community in certifying high ancestral land, such as lack of understanding of legal and administrative procedures, and inconsistencies in ranji data, minimal deliberation between communities often triggers land boundary disputes. High administration costs are also a burden, especially for those with economic limitations. 3). Efforts to overcome obstacles to certifying high ancestral land by increasing understanding of legal procedures through assistance, ensuring the accuracy of ranji data, and prioritizing deliberation with the help of traditional leaders, and utilizing the PTSL program.
