Abstract

Legal protection in ensuring the quality of health services is regulated in Article 189 paragraph
(1) letter r of Law Number 17 of 2023 that hospitals are required to prepare and implement HBL
while protecting nurses as professional staff. This study is to analyze legal protection for nurses
at RSUD dr. Rasidin Padang City. Problem formulation: 1) How is the implementation of HBL
in realizing clinical governance in the process of legal protection for nursing staff at RSUD dr.
Rasidin Padang City? 2) What are the obstacles of RSUD dr. Rasidin Padang City in
implementing HBL in realizing clinical governance in the process of protecting nursing staff? 3)
What are the efforts to overcome obstacles in implementing HBL in realizing clinical
governance in the process of protecting nursing staff at RSUD dr. Rasidin Padang City? Type of
juridical-sociological research, Data sources: primary and secondary, Data collection techniques
through document studies and interviews, and analyzed qualitatively. Research results: 1) To
analyze HBL in realizing clinical governance in the process of legal protection for nursing staff
at RSUD dr. Rasidin Padang City. 2) To analyze the obstacles of RSUD dr. Rasidin Padang City
in implementing HBL in realizing clinical governance in the process of protection for nursing
staff. 3) To analyze efforts to overcome obstacles in implementing HBL in realizing clinical
governance in the process of protection for nursing staff at RSUD dr. Rasidin Padang City.
