KEBIJAKAN DINAS SOSIAL DALAM PENERAPAN PERATURAN BUPATI NO 17 TAHUN TAHUN 2023 TENTANG PERCEPATAN PENURUNAN STUNTING DI KABUPATEN SOLOK

Abstract

Stunting is a public health issue that affects the quality of human resources and has
become a national priority. In 2019, Solok Regency ranked third for the highest
stunting rate in West Sumatra. In 2020, Solok Regency ranked fourth in the
performance assessment of stunting-priority regions. The research problems are
formulated as follows: (1) What is the role of the Solok Regency Social Service in
implementing Regent Regulation No. 17 of 2023? (2) What challenges does the
Social Service face in carrying out this policy? and (3) What efforts are undertaken to
overcome these challenges? This study employs a sociological legal research method.
Data sources consist of primary data (interviews) and secondary data; data collection
techniques include document studies and interviews; while data analysis is conducted
using a qualitative method. The results of the study show: (1) The role of the Social
Service includes the distribution of Non-Cash Food Assistance (BPNT), provision of
supplementary feeding (PMT), the Family Hope Program (PKH), nutrition education,
and cross-sectoral coordination; (2) The challenges faced include budget limitations,
lack of human resources, inaccurate data, low nutrition literacy, and geographical
barriers; (3) The efforts made include strengthening human resource capacity, data
integration, establishment of coordination forums, culturally-based education, and
partnerships with various stakeholders.
