Abstract

Drug offenders are punished with an increase of 1/3 of the penalty in accordance with Article
144 paragraph (1) of the Narcotics Law. At the Padang Class IIA Prison, 140 inmates underwent
a six-month rehabilitation program, divided into two stages, 50 social and 20 medical,
involving the BNNP as well as religious and vocational training. A sociological legal study
using primary and secondary data was analyzed qualitatively. The results showed that law
enforcement efforts were carried out preventively through personality development,
cooperation with the National Narcotics Agency (BNN) and the police, supervision, and
counseling; and repressively through supervision and sanctions. The main obstacles were
overcapacity and limited human resources.
