PERANAN KEPOLISIAN SEKTOR PADANG UTARA DALAM MENANGGULANGI KASUS PERJUDIAN JENIS KOA

The game of koa is a traditional card game, but when played with bets of money or
valuables, it becomes gambling. The law prohibits not the game, but the elements of betting
and chance. According to the 1946 Criminal Code (Articles 303 and 303 bis), organizers
face up to 10 years in prison, while players in public risk up to 4 years. The 2023 Criminal
Code (Articles 426 and 427) sets penalties of up to 9 years for organizers and 3 years for
players. This sociological juridical research shows that the North Padang Police act
preventively (outreach, patrols, cooperation) and repressively (raids, arrests,
prosecutions). Obstacles include low community support, closed attitudes, certain backing,
fugitives, lack of evidence, and limited resources.
