IMPLEMENTASI PERATURAN WALI KOTA PADANG NOMOR 55 TAHUN 2022 TENTANG KEDUDUKAN, SUSUNAN ORGANISASI, TUGAS, FUNGSI, DAN TATA KERJA DINAS LINGKUNGAN HIDUP DALAM PENGELOAAN LINGKUNGAN HIDUP DI KOTA PADANG

Abstract

The Environmental Agency (DLH), based on the provisions of Article 2 of the Padang Mayor Regulation Number 55 of 2022 concerning the Position, Organizational Structure, Duties, Functions, and Work Procedures of the DLH has a strategic position, assisting the Mayor in carrying out government affairs in the environmental sector. The implementation of the Padang City DLH policy in the provision of green open space and waste management still faces obstacles in facilities and community participation so that it requires strengthening coordination and supervision. The formulation of the research problem: 1) How is the implementation of the Padang Mayor Regulation Number 55 of 2022 in Environmental Management in Padang City; 2) What are the obstacles faced by the DLH in Implementing the Padang Mayor Regulation Number 55 of 2022 in Environmental Management in Padang City; 3) What are the efforts made by the DLH in overcoming obstacles in Implementing the Padang Mayor Regulation Number 55 of 2022 in Environmental Management in Padang City. The research method used is sociological juridical, data sources using primary data, and secondary data. Data collection techniques using document studies and interviews. Data were analyzed qualitatively. Research results: 1) Implementation of Padang Mayor Regulation Number 55 of 2022 has not been fully optimal; 2) Constraints faced by the Padang City Environmental Agency: Limited human resources, budget and infrastructure, Weak cross-sector coordination, Suboptimal environmental law enforcement, Low public awareness and participation. 3) Efforts made are: Increasing human resource capacity, Optimizing budget use, Strengthening cross-sector coordination, Increasing environmental law enforcement, Education and outreach to the community.
