PERANAN KOMISI INFORMASI PROVINSI SUMATERA BARAT DALAM MEWUJUDKAN TRANSPARANSI PUBLIK BERDASARKAN UNDANG-UNDANG NOMOR 14 TAHUN 2008 TENTANG KETERBUKAAN INFORMASI PUBLIK

Abstract

The condition of public information disclosure in West Sumatra Province shows that the level of public body compliance with the obligation to disclose information is still relatively low. In fact, the right to public information has been guaranteed through Law Number 14 of 2008 concerning Public Information Disclosure, which also established the Information Commission as an independent institution to guarantee its implementation. The formulation of the problem in this study includes: (1) What is the Role of the Information Commission of West Sumatra Province in Realizing Public Transparency; (2) What Obstacles Faced by the Information Commission of West Sumatra Province in Realizing Public Transparency; and (3) Efforts Made to Overcome These Obstacles. The type of research is sociological juridical research; Data Sources are primary data and secondary data; Data Collection Techniques are Document Study and Interviews; Data are analyzed using qualitative analysis. The results of the study show: (1) The Information Commission of West Sumatra Province has a strategic role in encouraging public transparency. However, its implementation still faces various obstacles. (2) These obstacles include limited authority to monitor the implementation of decisions, low compliance by public bodies, a closed bureaucratic culture, and weak coordination between institutions. (3) Efforts undertaken include regulatory revisions, monitoring and evaluation, information disclosure outreach, and harmonization of institutional relations. Therefore, strengthening regulations, commitment by public bodies, and increased public participation are needed to achieve public information transparency.
