AKSESIBILITAS PELAYANAN PUBLIK BAGI PENYANDANG DISABILITAS FISIK DI DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KABUPATEN DHARMASRAYA

Abstract

Law No. 8 of 2016 governs the rights of persons with disabilities in Indonesia, including the right to access equal services in public, education, employment, and health services. The government, both central and regional, is obliged to ensure that these rights are fulfilled, including in administrative services. The problems addressed in this study include: 1) How is the accessibility of public services for persons with physical disabilities at the Population and Civil Registration Office of Dharmasraya Regency? 2) What efforts have h-en made to overcome the obstacles faced k. Versons with physical disabilities at the Population and Civil Registration Office of Dharmasraya Regency? 2) What efforts have been made to overcome the obstacles faced by persons with physical disabilities in accessing public services at the Population and Civil Registration Office of Dharmasraya Regency? The research method used is juridical sociological with a field approach. Data was obtained through interviews with parties from the Population and Civil Registration Office of Dharmasraya Regency, supported by document studies on relevant regulations. The results of the analysis show that: 1) Accessibility of public services for persons v physical disabilities at the Population and Civil Registration Office of Dharmasraya Regency has been provided through the availability of priority service counters (guiding blocks) and ramps. 2) Obstacles in accessibility include insufficient service facilities for persons with disabilities and inefficient data collection. 3) Efforts that have been made include proposing budget allocations for infrastructure development and programs focused on directly serving persons with disabilities in the community
