IMPLEMENTATION OF WASTE LEVY PAYMENTS THROUGH DRINKING WATER ENTERPRISES AND NON-DRINKING WATER ENTERPRISES IN PADANG CITY (Case Study of Koto Tangah District)

Abstract

Waste problems in Padang City are increasingly complex along with population growth and increasing social and economic activities that have an impact on increasing daily waste volume. Waste management and waste levy collection have been regulated in Law Number 18 of 2008 concerning Waste Management and Padang City Regional Regulation Number 1 of 2024 concerning Regional Taxes and Levies, which require the community to pay levies in return for waste services. The formulation of the problem in this study includes: 1) How is the implementation of waste levy payments through PDAM and Non-PDAM bills in Padang City?

2) What are the obstacles faced in implementing the waste levy collection system? 3) What efforts are made to overcome these obstacles. The research method used is sociological juridical research with primary data sources through secondary data in the form of Legislation, literature, related documents. Data collection techniques are carried out through document studies and interviews, while data analysis is carried out qualitatively. The results of the discussion show that: 1) Integration of waste levy payments through PDAM bills increases efficiency and ease of payment, while Non-PDAM mechanisms are still needed for areas not yet covered by PDAM services: 2) The main obstacles include lack of socialization, objections to tariffs, potential double payments, and low compliance with the Non-PDAM system: 3) Efforts made include improving inter-agency coordination, ongoing socialization, and strengthening supervision and services so that the system runs more effectively and sustainably.
