IMPLEMENTASI PROGRAM JAKSA MASUK SEKOLAH (JMS) DALAM MENINGKATKAN KESADARAN HUKUM PELAJAR DI SMA NEGERI 2 SIPORA

Abstract

Students’ legal awareness is an important aspect in preventing juvenile delinquency and shaping the character of the younger generation. One preventive effort carried out by the Indonesian Prosecutor’s Office is the Prosecutor Goes to School (Jaksa Masuk Sekolah/JMS) Program as a form of legal education within schools. This program is based on Article 30 of Law of the Republic of Indonesia Number 16 of 2004 as amended by Law Number 11 of 2021 concerning the Prosecutor’s Office, as well as Attorney General Decree Number 184/A/JA/11/2015 on the Initiation of the Prosecutor Goes to School Program. The JMS program has been implemented at SMA Negeri 2 Sipora, but it has not been conducted regularly and has not reached all students evenly. Data from the Mentawai District Prosecutor’s Office for 2024–2025 recorded 8 cases involving children or juvenile offenders, indicating the need to strengthen continuous preventive legal education in schools. This research analyzes the implementation of the JMS Program and the factors influencing it. The study uses an empirical juridical method with a qualitative approach through interviews and document study. The results show that JMS is carried out through interactive counseling, materials accompanied by case examples, and active discussion sessions, effectively improving students’ legal understanding and attitudes, although still limited by time allocation, participant coverage, and geographical conditions of the research area.
