PERANAN POLRES KABUPATEN PASAMAN BARAT DALAM MENANGGULANGI AKSI BALAP LIAR DI PASAMAN BARAT

Abstract

Illegal street racing is a form of traffic violation that can endanger the safety of both riders and road users. This phenomenon still frequently occurs in Pasaman Barat Regency and causes disturbances to public order and traffic safety. The legal basis of this research refers to Law Number 2 of 2002 concerning the Indonesian National Police and Law Number 22 of 2009 concerning Road Traffic and Transportation. The research problems in this study are: (1) how the role of the Pasaman Barat Resort Police in overcoming illegal street racing; and (2) what factors become obstacles for the Pasaman Barat Police in overcoming illegal street racing. This research uses an empirical juridical method with a descriptive approach through interviews and document studies. The results of the study show that the Pasaman Barat Resort Police play a role in tackling illegal street racing through preventive, pre-emptive, and repressive efforts. These efforts are carried out through legal education and socialization to the community, patrols and supervision in locations prone to illegal street racing, law enforcement through raids and actions against perpetrators, cooperation with the community, and guidance for perpetrators, especially teenagers. However, in its implementation there are still obstacles such as limited facilities and infrastructure, limited budget and number of personnel, low public legal awareness, as well as environmental and social influences.
