PENGAWASAN PROGRAM MBG OLEH BPOM KOTA PADANG SEBAGAI UPAYA PREVENTIF DALAM MENGURANGI RISIKO KERACUNAN MAKANAN

Abstract

Presidential Regulation Number 115 of 2025 mandates that the safety and quality supervision of the Free Nutritious Meal (MBG) Program be conducted by authorized institutions, including the National Agency of Drug and Food Control (BPOM). However, practical implementation reveals ongoing food poisoning incidents, such as two cases in Padang City. This study aims to address two research questions: (1) What is the role of BPOM Padang in supervising the MBG program? and (2) What are BPOM Padang's preventive measures to mitigate food poisoning risks in the program’s execution? This socio-legal research utilizes primary and secondary data sources, with data collection conducted through interviews and document studies, followed by qualitative analysis. The findings conclude: (1) BPOM Padang plays a role in technical supervision through sampling, laboratory testing, food safety training for managers and food handlers at Nutritious Food Service Units (SPPG), and coordinated handling of Extraordinary Events (KLB) with local governments and the MBG Task Force. (2) Preventive efforts include guidance, education, and cross-sector coordination to ensure food safety standards are met from processing to consumption. These measures demonstrate that food safety supervision constitutes a non-penal criminal law policy focusing on early prevention.
