Abstract

Fulfillment of the rights of inmates with special needs is implemented based on the principles of human rights as regulated in the Correctional Law. Article 61 Paragraph (2) of the Correctional Law explains that inmates with special needs include the elderly, people with mental disabilities, people with chronic diseases, and women in reproductive function (breastfeeding). In practice, of the total number of 10 inmates with special needs, the fulfillment of rights is not optimal due to limited facilities and infrastructure, resources, and institutional coordination. The problems in this study: 1) Efforts of the Class II B Padang Women's Correctional Institution in optimizing the fulfillment of the rights of inmates with special needs, 2) Obstacles faced in fulfilling the rights of inmates with special needs. This study uses a sociological juridical approach. To answer the problem the author uses primary data and secondary data. Primary data is collected through interviews, and secondary data is collected through document studies. The collected data is analyzed qualitatively. The research results indicate that: 1) Fulfillment of rights has been attempted through health services, placement in vulnerable housing blocks, and the implementation of development programs with the support of external parties. 2) Limited facilities and infrastructure, health workers, prison officers, budget constraints, and overcapacity in the housing conditions are limited. Therefore, internal capacity building and resource support are needed to optimally fulfill the rights of inmates with special needs.
