Abstract

Public services in the education sector are regulated by Law Number 37 of 2008 concerning the Ombudsman and Law Number 25 of 2009 concerning Public Services. In practice, various forms of administrative irregularities are still found, such as the withholding of diplomas by educational institutions. The Ombudsman of the Republic of Indonesia plays a role as a state institution authorized to oversee the implementation of public services. The research questions include: 1) What is the role of the West Sumatra Representative Office of the Indonesian Ombudsman in resolving the maladministration case of diploma withholding in Padang City? 2) What are the obstacles faced in carrying out its duties and authority in handling the maladministration case at MAN 2 Padang City? 3) What efforts are being made by the West Sumatra Representative Office of the Ombudsman in resolving the diploma withholding case at MAN 2 Padang City? The research method used was sociological legal research, with primary and secondary data sources. Data collection techniques included document studies and interviews. The data were analyzed using qualitative analysis. The results of the study indicate that: 1) The West Sumatra Representative Office of the Ombudsman of the Republic of Indonesia has carried out its duties and authorities in accordance with applicable laws and regulations. 2) Obstacles encountered in carrying out its duties and authorities include limitations on its advisory authority, low levels of compliance among reported agencies, and limited resources for overseeing public services. 3) The West Sumatra Representative Office's efforts were carried out through a persuasive approach, intensive clarification with reported agencies, monitoring, evaluation, and escalation of supervision to the agency's superiors.
