IMPLEMENTASI PROGRAM ASIMILASI DAN EDUKASI BAGI WARGA BINAAN LAPAS KELAS III ALAHAN PANJANG

Assimilation and educational programs are integral components of the correctional system aimed at fostering behavioral change among inmates and preparing them for reintegration into society. The right of inmates to receive assimilation and educational programs is regulated under the Correctional Law, particularly Article 10 paragraph (1). Class III Alahan Panjang Correctional Facility has distinct characteristics in implementing inmate development programs due to limitations in facilities and human resources. The research problems are: (1) How are the assimilation and educational programs implemented for inmates at the Class III Alahan Panjang Correctional Facility? (2) What are the obstacles and solutions in the implementation of these programs?.This study employs an empirical legal research method with a socio-juridical approach. Primary data were obtained through interviews and observations, while secondary data consisted of criminal statistics and the 2025 Correctional Facility Activity Report. The collected data were analyzed qualitatively. The results of the study indicate that: (1) the assimilation program is implemented through work activities and limited social interaction, while the educational program is conducted through religious education, legal awareness education, and skills development using a non-formal approach; (2) the implementation of these programs has not been optimal due to limitations in facilities and infrastructure, the number of correctional officers, and societal stigma against inmates. Therefore, cooperation with external parties and enhancement of officers’ capacity are necessary to ensure that the goals of rehabilitation and social reintegration of inmates can be optimally achieved
