EFEKTIFITAS PROGRAM REHABILITASI TERHADAP NARAPIDANA KASUS NARKOTIKA (Studi Kasus Lapas Narkotika Kelas III Sawahlunto)

Abstract

The existence and implementation of inmate development in Narcotics Correctional Institutions are based on Article 10 of Law Number 22 of 2022 concerning Corrections and Article 54 of Law Number 35 of 2009 concerning Narcotics. Rehabilitation programs in Correctional Institutions are expected to reduce the rate of drug relapse and assist inmates in reintegrating and functioning normally within society. The research problems are: (1) how effective is the implementation of rehabilitation programs for narcotics-related inmates at the Class III Narcotics Correctional Institution of Sawahlunto; and (2) what obstacles are encountered in the implementation of these rehabilitation programs. This study employs a sociological juridical approach. The data sources consist of primary and secondary data, which are analyzed qualitatively. Data collection techniques used in this study include document study and interviews.The results of the study indicate that: (1) the implementation of rehabilitation programs for narcotics-related inmates at the Class III Narcotics Correctional Institution of Sawahlunto has been carried out and conducted routinely, showing positive impacts in the form of behavioral changes and increased awareness among some inmates; however, the effectiveness of the program has not been optimal due to various structural and non-structural limitations; and (2) the obstacles in implementing the rehabilitation programs include limitations in facilities and infrastructure as well as constraints related to budget and funding
