Abstract

The existence of the Women and Children Protection Unit (PPA Unit) is essential due to the high incidence of violence against women and the perception that domestic violence is a private matter that should not be reported, resulting in many cases remaining hidden. According to Law of the Republic of Indonesia Number 2 of 2002 concerning the Indonesian National Police, the police are responsible for maintaining public security and providing prot This research aims to analyze the role of the PPA Unit in protecting women victims of domestic violence and to identify the obstacles and solutions in handling such cases. This study uses a socio-legal (juridic The results show that the PPA Unit plays an important role in protecting victims through victim-oriented services, including receiving complaints, assessing victims’ conditions, coordinating medical examinations (visum et repertum), providing temporary protection, and conducting investigations. However, several obstacles remain, such as victims’ reluctance to report, economic dependence, social stigma, and limited supporting facilities. Efforts to overcome these obstacles include strengthening human resources, improving cross-sector coordination, and increasing public legal awareness.
