PEMENUHAN HAK ATAS PENDIDIKAN TINGGI KELOMPOK PENYANDANG DISABILITAS DI KOTA PADANG

Every citizen has the right to obtain a proper education according to their talents and interests. However, many groups of people with disabilities have not yet received their right to education. As regulated in Padang City Regional Regulation Number 3 of 2015. The formulation of the research problem is (1) How is the implementation of the fulfillment of the right to higher education for groups of people with disabilities in Padang City? (2) What are the obstacles in fulfilling the right to higher education for groups of people with disabilities in Padang City? (3) What efforts have been made to overcome the obstacles in fulfilling the right to higher education for groups of people with disabilities in Padang City? The research method used is sociological juridical. The data used in this study are primary data and secondary data. Data collection techniques include document studies and interviews. Qualitative data analysis. The results of the study show (1) The implementation of the fulfillment of the right to higher education for groups of people with disabilities in Padang City, some groups of people with disabilities are still small and some do not provide complete facilities. (2) Obstacles in fulfilling the right to higher education for groups of people with disabilities in Padang City include facilities and infrastructure that are not yet fully accessible. (3) Efforts made to overcome obstacles in fulfilling the right to higher education for groups of people with disabilities in Padang City will involve adding more accessible facilities and infrastructure.
