PERANAN PEMERINTAH KABUPATEN AGAM DALAM PENGENTASAN KEMISKINAN TERHADAP MASYARAKAT MELALUI PROGRAM KELUARGA HARAPAN (PKH)

Abstract

Local Governments are responsible for protecting, serving, empowering, and prospering the community. Based on Law Number 23 of 2014 concerning Local Government, Article 12 Paragraph (1) explains that Basic Services such as education, health, public works and spatial planning, public housing and settlement areas, public order, community protection, and social affairs are mandatory affairs of Local Governments. In 2022, the poverty rate reached 6.22%, then increased to 6.60% in 2023 and 6.83% in 2024. The problem formulations are as follows: 1). How is the role of the Agam Regency Government in alleviating poverty in the community through the Family Hope Program (PKH)? 2). What obstacles are faced by the Agam Regency Government in alleviating poverty in the community through the Family Hope Program (PKH)? 3). What efforts are being made to overcome the obstacles faced by the Agam Regency Government in poverty alleviation among the community through the Family Hope Program (PKH)? The type of research used is socio-legal. Primary and secondary data were obtained through document studies and interviews, analyzed using qualitative methods. Research results: 1). The role of the Agam Regency Government through the Social Service includes updating poverty data, facilitating the PKH and Basic Food social assistance programs, and proposing updates to social assistance data. 2). Obstacles faced: a. PKH assistance distribution has not been precisely targeted, b. Lack of PKH social assistants in the field, c. The implementation of PPSE for PKH graduate KPMs has not yet been carried out. 3). Efforts made by the Agam Regency Government in addressing the arising problems: a. Monitoring and evaluation together with the Nagari Government, b. Coordination meetings with the Wali Nagari, Camat, and OPD throughout Agam Regency. c. Establish empowerment centers in each district.
