Abstract

ABSTRAK

The implementation of health services constitutes the fulfillment of citizens’ fundamental rights, particularly for patients covered by the Social SecurityAdministrative Body for Health (BPJS Kesehatan) under the Government-FundedContribution Recipient scheme (PBI). In practice, health services still encountervarious problems that lead to patient dissatisfaction. At the Regional General Hospital of Mukomuko Regency, the implementation of health services has not yet been fully optimized in accordance with prevailing laws and regulations. The issuesexamined in this study include: 1) How health services are implemented for BPJSKesehatan PBI patients at the Regional General Hospital of Mukomuko Regency?

2) What obstacles are encountered in the implementation of these services? 3) What efforts are undertaken by the hospital to overcome service-related obstacles?. The research method employed is sociological juridical, using both primary andsecondary data sources. Data were collected through interviews and documentstudies. The results of the study indicate that: 1) Health services for BPJSKesehatan PBI patients have generally been implemented in accordance with applicable regulations; however, shortcomings remain in administrativeprocedures and medical services, 2) Obstacles include limited facilities, shortagesof medical personnel, patients’ lack of understanding of BPJS procedures, and longwaiting times, 3) The hospital’s efforts include improving service systems,strengthening internal coordination, and enhancing the socialization of BPJSprocedures. This study concludes that improvements in service quality, optimizationof hospital resources, and strengthened coordination with BPJS Kesehatan arenecessary to ensure the fair and sustainable fulfillment of patients’ rights.
