The Office of Cooperatives and MSMEs of Padang City plays a role in fostering culinary MSMEs in the GOR Haji Agus Salim area, particularly in the implementation of commercial law. This guidance represents part of the local government’s efforts to ensure legal certainty and protection for business actors. The research problems include: (1) how commercial law is implemented in the development of culinary MSMEs at GOR Haji Agus Salim by the Office of Cooperatives and MSMEs of Padang City; (2) what supporting and inhibiting factors affect its implementation; and (3) what efforts are undertaken to enhance legal understanding among culinary MSME actors. This study applies a socio-legal (juridical-sociological) approach using primary and secondary data. Data were collected through interviews and document studies and analyzed qualitatively. The findings indicate that commercial law implementation has been carried out through business registration, legal awareness socialization, and assistance in obtaining the Business Identification Number (NIB) in accordance with Law Number 6 of 2023 concerning Job Creation, although it remains largely administrative in focus. Supporting factors include a clear legal framework and simplified licensing systems, while obstacles involve limited legal understanding among MSME actors and insufficient structured legal guidance.
