Community Health Centers, as primary healthcare service facilities, have an obligation to provide quality healthcare services and ensure patient safety. However, in practice, negligence in healthcare services is still found, particularly in the administration of medication, which can cause harm to patients. The issues examined in this study include: 1) How is the responsibility of Ulak Karang Community Health Center, Padang City, toward patients due to negligence in healthcare services? 2) What obstacles are encountered in implementing such responsibility? 3) What efforts are undertaken by the Community Health Center to overcome healthcare service constraints caused by negligence? The research method used is sociological juridical with primary and secondary data sources. Data were obtained through interviews and literature studies. The results of the study indicate that: 1) The Community Health Center has legal responsibility for negligence in healthcare services through the implementation of service quality responsibility and internal evaluation of healthcare personnel. 2) The obstacles faced include limited human resources, high workload, healthcare worker fatigue, lack of training, suboptimal administrative systems, pressure from public demands, and lack of communication between healthcare workers and patients. 3) The efforts undertaken by the Community Health Center include improving the quality of human resources, enhancing service and administrative systems, and fostering a patient safety culture. This study concludes that the responsibility of the Community Health Center for negligence in healthcare services constitutes a form of legal protection for patients that must be implemented through improving service quality, strengthening healthcare service management, and continuously applying patient safety principles.
