Abstract

ABSTRAK

Health care constitutes a fundamental right of every citizen that must be guaranteed by the state. In its implementation, hospitals have the responsibility to provide high-quality medical services while ensuring legal protection for patients, including participants of BPJS Kesehatan. In order to achieve this objective, Hospital By Laws (HBL) are implemented as a regulatory framework and guideline for hospital governance and management. This research aims to address several key issues, namely: 1) how the implementation of Hospital By Laws for BPJS Kesehatan patients is carried out at Prof. H. Muhammad Yamin, S.H. Regional General Hospital in Pariaman; 2) what factors hinder the implementation of these regulations; and 3) what efforts are undertaken to optimize the implementation of Hospital By Laws. The research employs a sociological juridical approach, utilizing primary data obtained through interviews and secondary data gathered through literature studies. The findings of the study indicate that: 1) the implementation of Hospital By Laws at Prof. H. Muhammad Yamin, S.H. Regional General Hospital has been conducted relatively well through the application of service standards, dissemination of information and policies to medical personnel, and the utilization of electronic administrative systems; 2) however, several challenges remain, including limited human resources, inadequate infrastructure, and the relatively low level of compliance among some medical personnel; and 3) efforts to optimize the implementation of Hospital By Laws include enhancing training programs for medical staff, improving hospital infrastructure, and conducting regular monitoring and evaluation to ensure that the implementation of HBL becomes more effective in providing legal protection for BPJS Kesehatan patients.
