Paid parking facilities constitute part of public services in shopping centers and are related to the fulfillment of consumers’ rights to comfort, security, and information as regulated in Law Number 8 of 1999 concerning Consumer Protection. In practice, the management of parking facilities at Basko Grand Mall, Padang City, still raises several issues that potentially disadvantage consumers. The research problems in this study include: (1) How the implementation of consumer rights related to parking facilities at Basko Grand Mall Padang City is carried out; (2) What obstacles are faced by consumers in the implementation of their rights; and (3) What efforts are expected by consumers to overcome these obstacles. This study employs a socio-legal (juridical-sociological) research method. The data sources consist of primary and secondary data. Data were collected through document study and interviews and analyzed using a qualitative approach. The results of the study show that: (1) The implementation of consumer rights regarding parking facilities at Basko Grand Mall Padang City has not been carried out optimally; (2) The main obstacles include limited parking capacity, lack of supervision and guidance from parking officers, and minimal service transparency; and (3) The expected efforts include improving parking management, reorganizing parking areas, enhancing the role of officers, and providing clear parking information.
