PERANAN PEMERINTAH DAERAH DALAM PERSIAPAN PEMEKARAN NAGARI SUNGAI NANAM KECAMATAN LEMBAH GUMANTI KABUPATEN SOLOK

Abstract

Nagari expansion is a government effort to enhance the quality of public services, maximize community needs, and shorten the government's span of control. Pursuant to the Permendagri Number 1 of 2017 concerning Village Arrangement. Nagari Sungai Nanam was expanded into 4 nagari areas but there are still obstacles for example such as minimal infrastructure, inadequate facilities, and a limited number of administrative staff. The research problems in this study are: 1) What is the role of the Regional Government in preparing for the expansion of Nagari Sungai Nanam, Lembah Gumanti District, Solok Regency? 2) What are the obstacles faced by the Regional Government in preparing for the expansion? 3) What are the efforts taken to overcome these obstacles? This study employs a socio-legal method. Primary and secondary data sources were obtained through document studies and interviews, subsequently analyzed using qualitative methods. The research results indicate: 1) The role of the Solok Regency Government, through the Department of Community Empowerment and Nagari (DPMN), includes providing guidance, supervision, facilitation, and encouragement for preparatory nagari to achieve definitive status. Meanwhile, the Nagari Government acts as the executor at the local level. 2) The obstacles faced do not significantly originate from regional government institutions but rather occur at the nagari government level as the direct implementers, including: (a) limited human resources, (b) unavailability of budget allocations from the parent nagari, and (c) lack of adequate facilities and infrastructure. 3) Efforts to overcome these issues include: (a) providing administrative solutions, (b) seeking Special Financial Assistance (BKK), and (c) optimizing community self-help
