PERAN WALI NAGARI SEBAGAI PENYELENGGARA PEMERINTAHAN PADA NAGARI BARU SETELAH PEMEKARAN (STUDI KASUS NAGARI DURIAN KAPEH DARUSSALAM KABUPATEN AGAM)

Abstract

Based on Law Number 6 of 2014 and Regional Regulation Number 7 of 2018, the Village Head is authorized to organize government, development, guidance, and community empowerment. Nagari Durian Kapeh Darussalam is a new village officially established in 2022. Problem formulation: 1) What is the role of the Village Head as a government manager in the new village after expansion? 2) What are the obstacles faced by the Village Head as a government manager after expansion? 3) How are the efforts made by the Village Head to overcome these obstacles? The research method uses legal sociology, with secondary and primary data. Data collection techniques through document studies, interviews, and qualitative data analysis. Research results: 1) The role of the Village Head, namely: a. Implementation of village government through the new village government structure, b. Implementation of government administration by the Village Head in supporting village development, c. Community empowerment through coordination with BAMUS and community leaders. 2) The obstacles faced by the Village Head are: a. a. Limited quality and experience of human resources of village officials, b. Lack of availability of facilities and infrastructure, c. Poor relations between village officials and niniak mamak, d. The occurrence of pros and cons between some communities and village officials. 3). The Village Head's efforts to overcome these obstacles: a. Increasing the capacity of village officials through training, coaching, and mentoring, b. Utilizing the village budget in stages, c. Involving and strengthening coordination with village institutions and BAMUS, d. Building communication and persuasive approaches on an ongoing basis.
